之前的文章提到一些欧洲国家有 「走路巴士」 (英文：Walking Bus，德文：Pedibus/Laufbus)这个走路上学的活动，其作法是由两位大人一人在前一人在后（类似驾驶与车掌的角色）带一群孩子（乘客）排成一线走路上学，路线中设计很多停靠站牌让孩子「上下车」以定点接送孩子。这个提倡大人陪伴孩子一起走路上学活动，除了希望孩子养成「动起来」（走路）跟社交（跟其他同学一起上学）的习惯外，更希望进而建立孩子的对路上交通观察与自我保护能力提升。

台湾在推行孩子『走路上学』行之有年，不过关于这个活动的中文讯息少之又少。如果用「走路巴士+walking bus」这两组关键字才能查出两三篇中文相关报导（光用「走路巴士」只会出现一些旅游讯息），但用”walking bus”或是“walk to school” 这两组关键字可以跳出许多推广走路上学的讯息与协会，甚至还有出现「走路上学日」的特别活动。

这个检索结果让我大感吃惊，因为台湾的官方与非官方推行走路上学多年，也做了许多努力（像是制定学区巷弄的汽车时速为30公里，或是铲除路边障碍物等等，让家长更安心让孩子走路上学）。在看过许多先进国家（欧洲、日本、美国等等）的走路上学政策后，发现 『走路巴士』在台湾却甚少提及 ，这也是本篇文章的主要目的，希望让大家了解到，硬体改善之外，还有许多有趣又安全的方式可以陪伴孩子上下学！

走路巴士在国外

走路巴士的概念是从半世纪前的日本开始的（有兴趣的朋友可以参考这篇论文，以及日文关键字：「集団登下校」，直译成英文就是Walking School Bus），在1990年代被引进澳洲，1998年时引进至英国，在英国引起流行后该概念散播至欧洲各地，目前蛮多先进国家都有引进『走路巴士』的概念，在美国甚至有相关的非营利组织、而澳洲甚至有「走路上学月」（2019107~119）的活动。

走路上学有许多好处，像是 鼓励孩子们多运动、建立自己对交通环境的危机意识、或是改善路上的硬体环境让走路更方便，甚至是改善环境污染 等等。美国国家安全上学路线中心（The National Center for Safe Routes to School，SRTS）更提倡以社区为主体，设计并发展孩子安全走路上学(连结)。更说明这走路上学对社区总体改善、甚至节省预算都非常有帮助（家庭可以省下油钱，学校可以省下租借巴士费用、社区可以省下维修道路费用等）。

澳洲维多莉亚省则是明订每年10月为走路上学月，鼓励孩子们用走路或是骑单车的方式上下学，为了宣传该活动而建立Hashtag关键字，在脸书或是Instagram等鼓励家长在社群网站中宣传活动。另外，我注意到该活动的赞助单位清一色都是地方 机关或议会， 官方对走路上学计画抱持着超支持的态度在执行 。而德国杜赛道夫市则是响应国际走路上学日（每年确切日期不同，但都在10月举行，2019年是10月2日），全市共有36个小学一起响应，这个活动也加入「走路巴士」的元素，让家长担任驾驶跟孩子一起上学去！

如何带孩子一起进行『走路巴士』，三个重点告诉你！

由两大非营利组织- 德国社会儿童援助基金会（Deutsches Kinderhilfswerk eV）与德国交通俱乐部（Ökologische Verkehrsclub Deutschland eV）发起的「走路巴士计画」中介绍了如何带孩子一起进行走路巴士的活动，三大重点提示家长如何计画与执行：

第一步：建立走路巴士路线

第一部最重要的，就是联络附近街区有意愿一起的家长一起组织「走路巴士」，接着勘查地型与上学路线、确认巴士的停靠站等等大重点。参与走路巴士的孩子们也可以借由上学巴士时发展社交友谊，了解（在交通上）需要 『保护自己也保护他人』 的概念。

第二步：若离学校太远，借助滑板车或脚踏车

如果学校离得太远，走路巴士也会建议孩子（在安全的前提下）可以以骑乘单车或是滑板车（scooter）替代。不过前提是，这个计画需要取得学校的同意与支持，而且也需要确定学校是否的空间可以放置单车、 孩子是否可以在交通环境中自我保护 。除了这些还要考虑每个家庭都可以负担单车？需要学校或是地方人士赞助相关用具吗等等。这一步考虑的事项复杂且细致，执行起来也有一定困难度，每个环节一定要确认再确认才可行！

第三步：走路巴士路线的通知与确认

在确定好走路巴士的路线、陪伴人员与孩子人数名单之后，最后一步就是告知学校的行政与老师，解释计画并取得同意。学校若愿意支持该活动，也可以用公文向主管机关传达，限制学校附近的交通等方式（像是速限或是完全禁止车辆通行等），让走路巴士更顺利。

之前北市交通局无车活动也都会搭配走路上学的推动，近年停办转化为协助学区交通工程之改善计划，但家长的汽机车接送并未停止！也许得由下而上的发展力量，营造出社区与学校、家长间合作的通学模式，才可能有所改变！
