天生圣人，为民立极。六合顺轨，九围承式。惟辟奉天，惟以乂民。
民物乃康，祥祯聿臻。于赫圣皇，允惟民主。仁覆普天，德超邃古。
时维仲冬，雨雪愆期。圣心恻然，轸我民饥。曰灾所由，厥咎在朕。
我其躬祷，为民请命。斋肃郊坛，庭燎有辉。大君戾止，淠淠龙旂。
既类既旅，对越在上。神监孔昭，锡之灵贶。始自西北，有渰浮浮。
迨于既夕，望之油油。诘旦礼成，雪霰交集。飞若玉屑，化为琼液。
匪亟匪徐，巧当其时。惟帝克诚，昭假不迟。弥望皑皑，藏污掩慝。
其令所加，岁无螟蜷。既沾既足，我亩我疆。其兆维何，丰年穰穰。
颂声载路，既阜民生，乃永皇祚。勿谓蚩蚩，民惟邦畿。
勿谓茫茫，天高听卑。天难忱斯，惟德是保。惟皇祗德，奉若天道。
厥德不回，受禄于天。臣拜稽首，天子万年。
